PSRFA advocates for all those who care about children and their families. We work supportively with foster, adoptive, and kinship families, and with local foster parent associations and agencies who care for the children they serve. Our vision is to involve all parts of the community to improve the quality of family life in Pennsylvania and to influence child welfare policy and practice, both nationally and internationally.

What began as a small association in 1974 in the kitchen of a foster family has grown into a statewide association. PSRFA is well respected across Pennsylvania and is recognized for the outstanding advocacy efforts and services it provides to foster children, children adopted from foster care and the families who serve them. But more importantly, we recognize the need to improve public perception of foster children and resource families. PSRFA recognizes that many people do not understand exactly what foster care is or how children end up in foster care. They do not realize that the children in care are there through no fault of their own.

This work is all about Hearts and Homes—giving children a place where they feel safe, valued, and loved, and making sure the families who care for them have the resources and support they need to thrive.
